Why not {Su'ghar Soj}?
Prima facie, *Su'ghar Soj* would also include baked goods, pudding/custard foods, and frozen desserts like nIm qulcher taD.
But sugar is the primary ingredient in candy, whereas in all those other foods it's one ingredient among many.
To me sugar food could be any dessert. If there wasn't already Su'ghar qut that means granulated sugar I'd say that would work for candy. Su'ghar ngogh or Su'ghar 'onroS?
My position on something like this is to be more precise. Talk about the specific type of candy/sweet using "transliterated" names:
{marS ngogh} – "Mars bar"
{cuStarD wIlpuq} – "Custard desert"
For hard candy, I would say the flavor followed by {Su'ghar ngogh}: {vanI'la' Su'ghar ngogh} or {qa'vIn Su'ghar ngogh} etc.
