I think this would be some kind of tlhegh. Maybe we will get a modifier instead of a wholly new word.
I think this sounds like a {weghmeH tlhegh} "confining rope".
Or a {vIH 'e' vuSmeH tlhegh} "rope for limiting movement".
You /could/ say *vIH 'e' vuSmeH tlhegh* — that's quite a mouthful, though.
