Does dust actually “cling”, or is there just dust on your uniform? I don’t believe the dust is “clinging”. That suggests, to me, that it is actively holding onto something. I would suggest simply rewording it to use a verb we do know instead of “clinging” onto the English verb.

HIpwIj vel Say’qIS might work for “covers”; but it still does satisfy me for “clings”. What about things that attached temporarily by static electricity?

You could say {ngam}:
{HIpwIjDaq ngam Say’qIS} “Dust adheres to my uniform”.Or you could say {HIr}, if the dust is particularly difficult to remove:
{HIpwIj HIr SayqIS} “Dust is stuck to my uniform.”
