Perhaps bIQtIq ngeb a fake river or bIQtIq mutlhbogh a constructed river would work.
that would cover canals dug from scratch, but many canals are pre-existing rivers that have been widened and/or dredged and/or dammed to accommodate ships. I honestly don't know whether Klingons would consider such waterways to be ‹ngeb›.
It's the technology that goes into the elaborate system of locks which alternately are drained and filled that seems to set this concept apart from a mere {bIQtIq pargh} "artificial river".
