I think that the pIqaD-like font used in this message is an extrapolation on the garbled markings on such things as the D7 model from AMT/ERTL.

There you can see multiple examples of rotated pIqaD-like characters that, I believe, predate an official KLI font and pIqaD mapping by a number of years.
