Summarizing:

  poH tuj bI'reS nungbogh wa' jaj qeylIS DIS chorghvatlh loSmaH jav qaStaHvIS [sic] 
  "In the days that follow the summer solstice in the Year of Kahless 846." 

So he seems to be using {wa' jaj} "one day" generally - i.e. one of the days that follow the summer solstice, not one day (exactly) before the solstice.  He's used {wa' jaj} for "one (unspecified) day" in a time stamp before:

  wa' jaj 'etlh 'uchchoHlaH tlhIngan puqloD; jajvetlh loD nen moj. 
  The son of a Klingon is a man the day he can first hold a blade. TKW
