In labels and titles -- which are just another type of {per} "label" after
all,
like {malja' per} "trademark" and {per yuD} "code name") -- it's perfectly
kosher. As pagh says, these are not complete sentences and do not pretend to
be anything other than brief identifying notes. Although Okrand doesn't use
{-Daq] in sentence fragments like this in the relatively few SkyBox card
titles, he does four times in the new KBP poster:
