Obviously.  We don't know the punctuation (if any) Okrand used on the
audiotape
scripts unless he quoted the line later in one of his books or on the
startrek.klingon newsgroup.  Any punctuation you may see is merely my attempt
at reproducing his pauses, phrasing and intonation.  I could have easily
written:

   lutlhob, <<naDevvo' vaS'a'Daq majaHlaH'a'?>>

BTW, has anyone ever asked Okrand nicely for a look at his working copies of
the scripts so we -- or the KLI -- can verify our transcripts, particularly of
the punctuation?  Or are they property of Paramount and Simon & Schuster and
cannot be shared or even shown to anyone?

Actually, I don't have the page references in my AKD (which is the file I
normally keep open whilst reading this list), but I do keep a searchable list
so lablelled of all of Okrand's examples in a separate file at home to consult
at times like these.
