I think that would depend on the context; if there was one prisoner slowing
down, if they were to poke him and say "peghoStaH", they'd be wrong (they're
only addressing on person)...
It may also depend on "impact". If you're making a speech, and want to
talk to "individuals", you'd say "yI", even if you were addressing several
people. Note this last part is IMHO.
