Now I think about it I remember we also have the
lexeme Somraw, so to be safe I might switch back
to it. Not that I have a problem with Ha'DIbaH in that sense either, though.

It's intended to be "send messages to districts
where you can go, and to cities you cannot
enter". I might repeat the {QInmey tIlI'} bit to clarify.
Oh, I got more of a "let me know if there's
anywhere you aren't permitted to go" vibe from
it. I didn't get at all that they were extending
their reach by using messages as opposed to
personal visits. Multiple meanings of -Daq.
