Indeed.  {vo'} is the verb "propel".

The closest thing we have for "fortress" is {waw'} "base (military=20
term)".  Interestingly, in SkyBox card S27 ({Qo'noS} "Klingon Homeworld")=
,=20
the famous Great Hall is called a {waw'}:

   pa' 'oHtaH vaS'a''e'.  tlhIngan qum waw' 'oH.
   This is where the Klingon Great Hall is located, the center of
   the Klingon government.

 From what we've seen of it, the Great Hall certainly looks like a=20
fortress.  It makes sense that it may well have started out as one, a=20
secure base from which the government ruled (e.g. the Kremlin in Moscow).
