Oops.  TKD section 6.3 does say to use the {'e'} for "to be at a place." 
 
yoDtargh: > [North America]Daq bIH wa'maH Daq'e'.
          > [Europe]Daq bIH cha' Daq'e'.

That's how I would have said it if I had read the book more closely.

charghwI':> [North America]Daq wa'maH Daq tu'lu'.
          > [Europe]Daq cha' Daq tu'lu'.

Ah, a way to say it without using "to be" at all!  I'll try to remember
this pattern.
