TKD doesn't say anything about a diphthong or a sound like /oʊ/, because Okrand avoids jargon. But I didn't say TKD said those things; I said it says {o} sounds like {ow}, and I have quoted the passage above. I then gave the IPA representation of {o}, which IS a diphthong.
