Never used in canon.  As for the Talarians...

In 2364 three Klingons (Korris, Konmel, and Kunivas) were rescued by the 
Enterprise-D from the Batris, a stolen Talarian freighter. They claimed 
that they were attacked by a Ferengi vessel, but in reality the opposite is 
true--they attacked the Ferengi vessel for no reason. Later a Klingon ship 
arrived and informed Picard that the three are rebels who had hijacked the 
freighter and destroyed another Klingon ship, the T'Acog, which had been 
sent to return them to the Klingon Homeworld. (TNG "Heart of Glory")

In 2367, the Enterprise-D discovered a Talarian observation (training) 
craft adrift in Sector 21947. The craft had developed a serious radiation 
leak in its propulsion system and Dr. Crusher's team evacuated the 
survivors, including a Talarian boy named Jono, who turned out to be human.
