"Question oneself" would be {yu''egh} with two glottal stops: {yu'} + 
{-'egh}.

It's never been used in canon, so we don't know exactly what this is 
supposted to mean.  There have been mention of various types of subspace, 
energy and shock waves propagating through space in Trek.  Glen Proechel 
once used *{yu'eghHom} for "microwave".

For the verb "wave" we have {joq} and a comment from Maltz in HolQeD 10.4:

   Maltz pointed out that ... when a banner or sail flaps, the
   correct word to use is {joq} "flap, flutter, wave".

A {joqwI'} "flag" (and probably now "banner") is that which waves, flaps 
and flutters in the wind.

BTW:  If you look in a mirror and pronounce {yu'egh} and "wave", your lips 
make almost the same movements.  This may have been a back-fit for some 
piece of dialog that was never used in ST3.  Kruge does speak 
contemptuously in English about the "flag of the Federation waving over 
your head" IIRC.
