I didn't know that for a long time either, even though I'm a big Startrek
fan for years now.
I recently watched StarTrek III - the search for spock.
It's the scene when Kirk and co board the klingon bird of prey. Most of the
crew had died on the destroyed enterprise, and the captain (who is on the
cover of TKD) has died on the planet, so there was only Maltz on the birdie.

Kirk said to him: I'll kill you later.
later, he said: put him in jail.
Maltz said: Hey, I thought you were gonna kill me?
Kirk replied: That was a lie.

This is how Maltz was captured.

Indeed. we need to distinguish two "worlds":
a) Maltz is a federation prisoner who tells the federation how to speak
Klingon.
and
b) Marc Okrand has invented the language, and there are no klingons.

the combination "Marc Okrand's basement" is just an insider joke.
