  You have fallen victom to an Internet hoax.  The file in question,
jdbmgr.exe is a real, legitamate file for windows.  Specificly this
is the Java runtime debugger.  It is not a necessary piece to run
Java on your system.  It is  simply a debugging tool.   Keep in
mind however it is an executable program and could be infected
like any other executable.  In this case Norton, Symantec and other
anti-virus program will find  it.
  The only known virii that the anti-virus programs can not find
infect the system when the user turns off the anti-virus program.
It is for this reason you are always told to never turn off the
anti-virus system.  Additionaly these virii are very few in number.

You can also get instructions there how to restore the file if you
like.  I also suggest you send this to whomever sent you the original
message (in case it is not in the ones above) to inform them they
are unwittingly helping to spread the hoax.
