This is what I translated for the top part:

chorgh, tera' jaj Hut je, Daq: Flensburg, Germany

I didn't touch Flensburg, Germany, since (a) I didn't know how to do it
using romanized pIqaD, and (b) It is much clearer in English and (c) I'm
unsure of how a Klingon would do it.
