True, unless the item is actually one of those "graphic novels" which may
not be considered serial in nature by the publisher. Not to mention the fact
that more "civilians" now know what an ISBN is, particularly if they special
order books regularly; it never hurts to ask. From many years experience
working with publications in dozens of languages from all parts of this
planet, some monographs have ISSN's and some serials are even issued with
ISBN's.  Go figure.
