I don't know if comicbooks contain an ISSN (I would expect them to, but a quick
look at a few copies hasn't turned up anything that is an obvious ISSN).
However, they all do contain a small box (usually on the first page, often
within the first three) called the "indica" which among other things gives the
full title of the work, the volume and issue number, and the month and year of
publication. It's usually the volume and issue number you need if you want to
try and track down a copy at a comic book store.
For example, one comic book in the KLI Archive is:
STARK TREK: THE NEXT GENERATION, #79, January 1996.
I cite this particular issue because it happens to be the same plot as the issue
you're talking about. The only difference here is that Q transforms the crew
into Androids. Picard does make a reference to Q having previously transformed
them into Klingons.
Btw, the KLI Archive has a very limited assortment of Star Trek comics. Anyone
out there who has duplicates which they wish to donate should send email to me
(not the list) with the specific issues numbers.
