If you're referring to the typeface "pIqaDmey" available from the KLI on our font 
disk, the answer is yes and no.

The uppercase characters are the characters used for writing tlhIngan Hol.  These have 
a one-to-one correspondence with their respective sounds.  Thus typing the "C" key 
gives you the pIqaD character for /ch/.  The lowercase characters are from the earlier 
TOS writing system, and these are merely a cipher for writing in a roman alphabet.  
For these characters you would indeed need to spell out each letter, and they are not 
recommend for transcribing tlhIngan Hol.

The KLI font disk is currently undergoing major revision and expansion.  One of the 
changes will be to split the two fonts currently in "pIqaDmey" and focus mostly on the 
typeface used for writing tlhIngan Hol.

In the new layout for the fonts the pIqaD characters will be on the uppercase only, 
with a roman typeface on the lowercase keys such that typing the "C" key will give you 
the pIqaD character for /ch/ on the screen, and typing the "c" key will give you print 
"ch" on the screen.
