tlhIngan Hol vIjatlh 'e' vIqeqmeH, tlhIngan mu'tlhegh rurbe'bogh mu'tlhegh'e'
vIjatlh.
{-meH} clauses must precede the rest of the sentence. Also, you've said
"sentence which is not a true Klingon." Don't just say {tlhIngan}, say
{tlhIngan mu'tlhegh}. {tlhIngan} is a noun, not a verb.
