No, you cannot negate exclamations. You cannot say *{majbe'}. You also
cannot use the pronoun {'e'} in the subject position as you have here. It may
only be used in the object position, before the verb.
However, you can say something like {QaQbe' ghu'} "The situation is not good."
Or you could just say {qab}, although it doesn't hold quite the same humor as
in this situation. In fact, with your story, I'd probably say {QaQbe'bej
ghu'} "The situation is definitely not good."
Of course, I'd like to see a *Klingon* version of your story . . . !
