Having seen that two other responses to this don't answer the

naDev tlhIngan ghaHbe' 'Iv'e'?
I suspect that {nuq} and {'Iv} can both be used somewhat as
verbs in a clipped kind of way, but then they would not take
verbal suffixes. In other words it is similar to saying,
"nuqDaq puchpa'?" which is an urgent way of saying, "nuqDaq 'oH
puchpa''e'?" Like other clipped statements, this is not
grammatically correct, but anyone would understand you,
especially in the context of you standing there, hopping up and
down with your knees pressed tightly together.
A similar kind of compression would be {naDev tlhIngan 'Iv?}
which actually means {naDev tlhIngan chaH 'Iv'e'?}, but I would
not stretch things enough to try to say {naDev tlhIngan chaHbe'
'Iv'e'?} by a compressed {naDev tlhIngan *'Ivbe'*?}
