Take a look at http://www.kli.org/kli/pIqaD.html for the current state of
knowledge (at least, MY knowledge) on this, including a Klingon font that
some people like to use.  Okrand uses the Roman letters, so in a sense
those are the "official" ones.  He's said, though, that originally, for his
own notes, he used the International Phonetic Alphabet, for whatever that's
worth.
