Vietnamese, anyone?

I received a five page letter in the mail recently. It was addressed to the KLI
and entirely in Vietnamese (or so I presume since the return address is
Vietnam). At present, the KLI does not have any members in that country but
someone there was interested enough to set pen to paper and scribble out five
pages of something. Unfortunately, I don't read this language and so the
letter's contents are a mystery. Does anyone on this list read the language?
For all we know there might be dozens of would be Klingon speakers out there,
just waiting for a reply to this letter. Can you help?
