I translate that as, roughly, "This liquor is better than the entire universe",
or "This brew is the best thing in the universe." Now, maybe the brewer
(whose name wasn't in the quoted excerpt) wants to make this claim; it's
a good one! But for "This brew is the best **[brew]** in the universe",
you need HIq in the puS-clause:
HIqvam QaQ law' 'u' HIq Hoch QaQ puS
-- roughly, "This brew is better than all the brews of the universe."
