Lursa and B'etor aside, we know from the episode  where Riker became
2nd officer aboard a Klingon vessel that Klingons do lactate.
 The quote from one klingon officer  to Riker went  something like:
 "If you find Klingon food too difficult for 
you perhaps we can get  one of the females to breast feed you!"
