It's kind of eerie that you should mention Volapu"k. I have heard that
one of contributing factors which led to Volapu"k's untimely demise was that
Volapu"k's creator, Johann Schleyer, maintained complete control over what
changes and additions could be made to the language. Thus, the language
was unable to evolve and develop, except at Schleyer's whim.

I have also heard that one of the contributing factors to Esperanto's
success is that Dr. Zamenhof relinquished all legal ownership of the
language just after he published it. Therefore, as the need for new
vocabulary and scientific terms arose, new words could be created by
the consensus of international committees.
