I think I've seen this.  I've traded email with a linguistics student (in 
Florida I believe) who has put a great deal of effort into a constructed 
language and gone ahead and described it as Ferengi.  I offerred him some 
advice on how to go ahead with it, and my own experiences with Paramount.

It *is* lenghty and probably is not an appropriate post to the list. 
However, if the author has no objection, it might be something to submit 
to the FTP site. That way anyone who wanted it could access it, and the 
rest of the list need not be spammed.
