I have *a* translation of that I did myself. It may or may not have been
among a bunch of tlhIngan Hol taglines I had uploaded that David Barron
crossposted from Fidonet.
Here's what I have:
taHchugh joH'a'pu', QaHQo' chaH, 'ej ruv lughaj HoSwI'pu'.
If the Great Lords endure, they refuse to help, and the stong possess
justice.
I don't really like the "stong possess justice" bit, but I can't see any other
way to translate that part.
