While {ra'wI'} is by no means wrong, the original sender (chepqu', I
believe) should be aware that the military rank 'commander' is {la'},
whereas {ra'wI'} is merely 'one who commands'; any superior officer (or even
non-military personnel) can be a {ra'wI'}.
