It does sound strange, but I *can* make sense out of it if I treat the
phrase {DIS chu'} as a timestamp instead of an object.  I won't easily
accept a transitive {Quch}.  But since the new year occurs over a long
time rather than an instant, I'd treat it as a duration instead of as a
simple time marker:  {qaStaHvIS DIS chu' yIQuch}
