Okrand's use of {qon} was completely logical. For one thing, he probably
hadn't come up with {gher} yet. And for another, it does not mean that
history is creatively composed. It means that history is "recorded" (the
real meaning of the word), and songs (and possibly literature) are also
considered to be recorded.
{qon} does not mean "compose." It means "record." Klingons use of {qon} to
refer to songwriting is an idiom.
