I refer you to http://www.kli.org/ftppub/Text/Misc/day2die.txt -- it is
a compilation of many attempts to translate this sentiment well.  There
is now also a *canon* translation in _The Klingon Way_, on page 69:
{Heghlu'meH QaQ jajvam} "It is a good day to die."  Interestingly, the
next sentence translated is {batlh bIHeghjaj} "May you die well."

No, type 7 verb suffixes don't say anything about when the action takes
place.  They indicate if the action is ongoing, or if it is complete, and
they also indicate if the action is deliberate or has a definite goal.
In order to say *when* something happens, you have to identify that time
specifically.
