This, though, is nothing more than an error IMHO; the same meaning could
have been conveyed with the garden-variety noun-noun construction {tel
wovmoHwI'mey} "wing lights".

This just a label on a technical diagram, not even a full sentence. It
need not be a noun-noun construction. <telDaq> could be describing the
location (just in case the little arrow was insufficient) and
<wovmoHwI'mey> could be the descriptive label. This could be short for
<telDaq wovmoHwI'mey lutu'lu'>, with the obvious verb omitted. ghIlab
ghewmey tIbuSQo'.
