That's why I suffixed my statement with "IMHO"; it was only an opinion. {{:)

Yes, an elided verb could be possible. If I recall correctly, lay'tel SIvten 
said something similar when this issue came up last year. That being said, 
if there were an elided verb here, it'd be the only such construction on 
BoP; all the other part labels are noun phrases (unless the elided verb were 
maybe {lutu'lu'bogh}). Also, {tel vID'Irmey} "wing baffles" is found on BoP, 
where according to this logic we should expect {telDaq vID'Irmey} (with 
elided {lutu'lu'bogh}).

I do like ghunchu'wI''s suggestion of a compound noun - the lights aren't 
making the whole wings bright, but by being bright they mark the wings' 
*locations*, or even the wings' "airspace". A small distinction, but maybe 
important to Klingon technicians?
