Enterprise locates a message buoy from the USS Valiant near the energy 
barrier at the galactic rim in TOS "Where No Man Has Gone Before".  This 
was the very first episode of the series (not counting the un-aired 
pilot).  As it's a SciFi staple, that may explain why the writers used the 
idea right off the bat.
