It doesn't.  It does mean that part of the galaxy farthest from the nucleus 
(or core).  But the 'rim' of the galaxy really only has meaning when talking 
about the galaxy as an inhabited location.  Then the rim is the uncivilized part 
of the galaxy, though still on the outskirts, never the inner part of the 
galaxy.
