That's how I'd interpret it if someone says "I'm suspicious".

It can indeed have both meanings (I don't trust this, or I am not to
be trusted).

"To be suspect" can only have the latter meaning. (NB Stress on the
first syllable: to be 'suspect, unlike the verb, which is to sus'pect
something.)
