Trolling to is act in the manner of a troll. A troll, according to one
dictionary is:

On the Internet, the term troll is a slang term used to describe both a person
and a post (on a newsgroup, wiki, or other forum) thought to be intended to
incite controversy or conflict. The actual subject is a mere ludibrium for the
troll, who is a type of opportunistic provocateur. Self-proclaimed trolls and
their defenders suggest that trolling is a clever way of improving discussion;
however it is likely that most internet users find that trolling merely derails
discourse and erodes civility.
