That's not comparative-as-subject.  For one thing, the use of {-lu'}
precludes any subject on the verb.

No, it's simply {X-meH <sentence>}.  Add a common after {jonlu'meH} if you
like.

jonlu'meH wo'maj pop tIn law' Hoch tIn puS
In order that he is captured, our Empire's reward is the biggest.

Mind you, I'm not thrilled with the translation.
