I think that phrase is using {jonlu'meH wo'maj pop} as the first noun in a 
law'/puS comparative, and not actually using the law'/puS phrase as the 
subject of a verb.
Since {jonlu'meH} has {-lu'}, {jon} doesn't have a (specified) subject, and 
since it has {-meH}, it isn't the main verb of the sentence. {jonlu'meH} is 
just modifying {wo'maj pop}, in the same way that in {pe'meH taj}, {pe'meH} 
modifies {taj}.
To make this clearer, you can translate the quote more literally as "The 
in-order-to-capture reward of our empire is more than anything else".
