Yes.  The Klingon seems to say that the person being cursed is already in the 
black hole and in the netherworld, whereas the English states that the proper 
place of the person being cursed is the netherworld and/or black hole, and 
that he's interfering with the natural order of things by being where he is.  
The Klingon is simply making a (presumably) untrue statement.  The English gets 
into wishes and other hypothetical stuff, with a lot of presupposition thrown 
into the bargain.  BTW, do we know anything about Klingon presuppositions in 
language use?  Or, to paraphrase Suzette Haden Elgin's trilogy, the Klingon 
version of "The non-gentle art of verbal attack" (mu'qaD veS, perhaps?)
