{qatlh} should come first here. TKD 6.3, pg 69-70:
>>>>>
"Three other question words likewise come at the beginning of the sentence:
...
{qatlh Haw'pu' yaS} "Why did the officer flee?"
>>>>>

> chaq "*Khan* bortaS" 'oH wIponglaH'a'?

The verb suffix {'a'} is used only on yes/no questions. TKD 4.2.9 pg 44:
>>>>>
{'a'} interrogative: This suffix indicates that the sentence is a yes/no
question; that is, a question that can be answered "yes" or "no".
>>>>>

and {pong} takes the name given as the object. The thing named is the
indirect object, marked with {-vaD}:
{chaq 'oHvaD *Khan bortaS* wIponglaH}

Now to answer your question: I've always understood the title to mean "The
'anger' of Khan". It has never occurred to me, personally, to interpret the
word "Wrath" to mean "righteous vengeance", though that is a legitimate
meaning of the word "wrath". I never seemed to "fit".
