Methinks that doesn't actually answer Quvar's question though...
Basically, Shaw was ridiculing English spelling, in that it's not
phonetic (well, a one-to-one match between the characters and the
pronunciation). He gives the separate sounds for gh, o & ti as a
possibility of spelling "fish", given that those sounds are given
by those spellings.
