Because most of the people at the KLI are opposed to the idea of expanding
the language, especially the director. It's just not the KLI's mission.
There might be another group that makes its mission the expansion of the
language, but you don't like that idea because it doesn't have the imaginary
"authority" of the KLI.
Basically, you want to have your cake and eat it too: you want to make up
your own Klingon, and you want it to be official. Naturally, that's a
skewed statement, but it's skewed to make the point. The only way you'll be
able to make the two into one is to get Okrand to say that so-and-so has his
permission to speak for him. That's up to you.
