It's in the TKD Addendum (people often forget to check the second word list 
in the Addendum):

{tagh} "begin a process, initiate (proceedings)":

   taghbej mu'qaD veS.
   Curse-warfare has definitely begun. PK

   Qu' DataghDI' 'aqtu' mellota' je yIqaw
   When you begin a mission, remember Aktuh and Mellota. TKW

So a {taghwI'} would be a "beginner".
