Or perhaps it's like the veS/noH dichotomy. Perhaps {ta'} is the concept of
emperor. Thus, {ta' Hol} is the standard dialect because it's what the
emperor (no matter who he is) speaks. Then {voDleH} would be a specific
instance of an emperor (for lack of better phrasing), and thus {voDleH
Ha'DIbaH} was the way a specific emperor liked his meat.
