Even tho -Ha' is a rover, it always occurs right after the verb, So it must
come before the -moH.  But even then, tu'Ha'moHtaHvIS - "while he causes him
to be unobserved".

Plus, I can observe my cat while he is prowling; just his prey doesn't
observe him.

I agree with the choices others came up with, like "while hunting", etc.
